Технологія і моделі експертного оцінювання якості наукових здобутків на засадах кваліметричного підходу

Abstract

Проведений аналіз та узагальнення наукових досліджень, проектних матеріалів, рекомендацій у галузі експертного оцінювання якості наукових здобутків. Розроблено технологію експертного оцінювання якості наукових здобутків учених на засадах кваліметричного підходу. Визначено показники і групи критеріїв експертизи якості виконання й результатів наукової діяльності. Запропоновано базову модель експертного оцінювання якості наукових здобутків учених та окремих наукових робіт на засадах кваліметричного підходу, а також моделі експертного оцінювання якості наукових здобутків: а) за держбюджетними проектами МОН України; б) за зарубіжними дослідженнями (грантами).

The aim of the article is to describe the approaches to peer review technology for evaluating the quality of scientific achievements and to develop peer review technology and models for evaluating the quality of scientific achievements on the basis of qualimetrical approach. Research methods. Analysis and generalization of the studies, project materials, recommendations in the field of peer review of the quality of scientific achievements. Research results. Peer review technology for evaluating the quality of scientific achievements of researchers on the basis of the qualimetrical approach is developed. The indicators and groups of criteria for evaluating the quality of performance and the results of scientific activity are determined. The basic peer review model of evaluating the quality of scientific achievements of researchers and individual scientific works based on the qualimetrical approach is proposed: a) on state budget projects of the Ministry of Education and Science of Ukraine (within the framework of project applications, interim and final results) on the basis of the qualimetrical approach; b) on foreign studies (grants) for implementation of projects in particular, within the framework of the program HORIZON2020 on the basis of a qualimetrical approach. The practical value of the study is to combine quantitative and qualitative methods of evaluating the quality of scientific achievements. The proposed models and peer review technology for evaluating the quality of scientific achievements of researchers on the basis of the qualimetrical approach allow to determine the effectiveness and efficiency of scientific activity of individual scientific works, programs, projects, developments, activities of a research institution in Ukraine and can be applied with minor correction for foreign experience. Conclusions and perspectives of further research. Implementation of the proposed models and peer review technology requires specification of the procedure for conducting an examination taking into account the specifics of a separate project of fundamental, applied research, scientific-technical (experimental) development. Further research will focus on the development of methodological recommendations for evaluating the quality of scientific achievements on the basis of a quailmetrical approach.
