Анотація
У статті відзначена роль Міністерства народної освіти у сприянні збільшенню чисельності приват-доцентів в університетах України дореволюційної доби. Висвітлено питання законодавчого забезпечення роботи приват-доцентів. Акцентовано увагу на тому, що Міністерство народної освіти видало низку циркулярів, що уточнювали технологію призначення приват-доцентів, їхні права та обов'язки, а також сферу науково-педагогічної діяльності, характер стосунків зі штатними викладачами, методи оцінки якості викладання, визначення розмірів винагороди тощо. Підкреслено, що Міністерство народної освіти здійснювало контроль за діяльністю університетів, щоб уникнути конфліктних ситуацій на місцях, які б могли гальмувати зростання чисельності приват-доцентів.
The search of the most effective ways to reform a modern system of the higher education in Ukraine demands consideration of historical practice experience of administrative activity in the Ministry of national education to solve the personnel matters at Saint Vladimir University, Kharkiv and Novorossiisk Universities in the second half of the XIX - the beginnings of the XX century and its critical judgment. During research the general scientific (historiographic analysis, synthesis, abstraction, generalization, comparison) and historical and logical methods were used. The purpose of the article is publicizing a practice of administrative activity in the Ministry of National Education to solve the personnel matters at the pre-revolutionary universities in Ukraine. In the article the Ministry role of the national education in cooperation to increase the number of private-docents in the universities in Ukraine in a pre-revolutionary era is noted. The questions of legislative job security for private-docents are taken up. The attention is focused on the fact that the Ministry of national education has published a number of circulars, specified the technology of private-docents appointment, their rights and duties and also the sphere of scientific-pedagogical activity, the relations character with regular teachers, methods of teaching quality assessment, the rate of remuneration and others. It is emphasized that the Ministry of national education exercised control of the universities activity in order to avoid the conflict situations at places which could make slow the private- docents growth. It is noted that the Ministry of national education had the right to reduce a term for applicants, in particular private-docents, to occupy the professorial department by the request of faculty or the curator of the educational department. And also to recommend the universities administrative authority to charge freshers-"private-docents" to read only those special courses which are not the part of the general examination requirements, and the skilled private-docents to teach obligatory training courses having vacant departments. The conclusion is drawn that the Ministry of national education considered a private- associate professorship as a source of teaching staff for the universities. It is established that the Ministry of national education held meetings with participation of curators of educational departments, rectors and professors where the topical issues concerning personnel matters at the universities of a pre-revolutionary era were considered. So, the Ministry of national education with its activity was guided with Charters and circulars, within the powers it coordinated the work of the universities to solve the personnel matters.
