Формирование механизма дотирования сельскохозяйственных производителей в зависимости от величины природно-ресурсного потенциала региона

Abstract

Реализация концепции экологически устойчивого развития требует оптимизации процесса формирования, использования и возобновления природно-ресурсного потенциала. На восстановление природно-ресурсного потенциала необходимы затраты. Отсутствие достаточных инвестиций в ближайшие годы приведут к необратимым деградационным процессам имеющихся природных ресурсов. При реализации предлагаемого подхода удается достичь оптимального распределения бюджетных ресурсов в зависимости от стоимостной оценки земель сельскохозяйственного назначения. В пользу этого свидетельствуют расчетные значения экономии бюджетных средств.

Realization of ecologically stable development conception demands optimization of forming process, usage and renewal of natural-resource potential. The renewal of natural-resource potential needs some expenses. Absence of sufficient investments in the nearest future will take to the irreversible processes in the natural resources. The task of our research is to improve the mechanism of the dotation process in agricultural producers for purchasing of mineral fertilizers, that as opposed to the others, is based on the differentiation of compensating discharges depending on the size of natural-resource potential in the definite region. During the realization of our approach one can gain the optimal distribution of the budgetary resources depending on the cost parameter of the lands for agricultural function. For benefit of this the calculated values of budgetary funds economy indicate.
