Регіональний ринок послуг вищої освіти: головні тенденції та показники розвитку (на прикладі Чернігівської області).

Abstract

Функціонування ринкових відносин тісно пов'язане з формуванням і розвитком ринку освітніх послуг. У даній роботі характеризується стан ринку послуг вищої освіти на регіональному рівні: головні тенденції та показники розвитку на прикладі Чернігівської області. Для оцінки потенціалу ринку освітніх послуг Чернігівської області розглянуто деякі показники діяльності системи вищої освіти, такі як, структура прийому і випуску у закладах вищої освіти, динаміка контингенту студентів. Досліджено динаміку прийому студентів за усім спектром освітніх програм, які пропонуються закладами вищої освіти Чернігівської області. Проаналізовано наукові параметри кадрового потенціалу закладів вищої освіти. Виявлено фактори, що впливають на кон'юнктуру ринку і розвиток системи вищої освіти в регіоні.

Functioning of market relations is closely connected with the formation and development of education services market. This work is aimed at the research of the main tendencies and development indicators at the higher education services market in Chernihiv region. A number of generally-accepted methods of scientific cognition are used for the research. The content of the work is based on the analysis of the statistics data about the activities of the higher educational establishments officially published by the Main Office of Statistics in Chernihiv region. The work is based on the informational data from the unified state electronic database on education (USEDE [YeDBO]) and the informational system “Vstup.OSVITA.UA”. The indicators characterizing the main directions in the development of educational establishments in Chernihiv region are analyzed to discover the specific features in the development of the higher education services market. On the territory of Chernihiv region there are 14 functioning establishments of higher education, 10 of which are run by the state and 4 are private, which totally makes 1,2% of all the number of higher educational establishments of the country. To estimate the potential of the educational services market in Chernihiv region, some indicators of the higher education system functioning such as the structure of enrollment and graduation in the establishments of higher education and the dynamics of the student contingent are viewed upon. The dynamics of the student enrollment onto all the variety of educational programs offered by the establishments of higher education in Chernihiv region is studied. The scientific parameters of the personnel potential at the institutions of higher education are analyzed. The factors which influence the market conditions and the development of the higher educational system in the region are revealed.
